The No. (9/2023) meeting between the Ministry of Justice, National Unity Government and the judges on ground was held at 10:00 AM (Yangon Time) on June 10, 2023. U Thein Oo, Union Minister of Ministry of Justice, Permanent Secretary, Director Generals, Deputy Director Generals, Directors, Office team leaders, Officials from the Interim Judicial Affairs Department, judges from the 28th District Court Office and focal persons attended the ceremony.
First, the Union Minister of the Ministry of Justice delivered a commencement speech at the meeting. In his speech, he outlined that there had been a political change during this month. Evidently, the Sagaing Forum was held and the issue was said to be an indicator that political progress is leading in the opposite direction. There were also found some significant potentialities that similar forums are to be held in other regions as well. In fighting against the military tyranny, the revolution had been gradually gaining the upper hand and needed to keep an eye on how important the Sagaing Forum was politically. On the basis of the federal system, it could be estimated when taking into consideration the Sagaing Forum that how far the revolution had reached on its way to federalism.
The principal purpose of the Sagaing Forum was establishing a consultative council in its own region and signaling how they were planning to establish the executive branch, legislative branch, judiciary branch in their own region. There was the potential in nationwide measures that the opportunity for the local people to personally participate in fulfilling their own requirement soon will be practical. The ability of the terrorist military council to dominate the territory gradually declined, and only the area around Nay Pyi Taw, Yangon and Mandalay were left under their control. Even though they were on the offensive in some areas, everyone including the judges serving on ground in their presence knew that in practice, their ability to dominate and govern the region was gradually decreasing. If we all could endure this situation and event, which was the last breath of the military council, the victory for the revolution will inevitably come to us without fail.
In such domination on a territory, the most important thing is the rule of law and therefore the judges who are currently serving on ground should have their eyes on a political movement that was leading to a good mean of progress. If the judges serving in the judiciary are able to develop a good judicial system, which could give rise to set up a public’s trust.
As public trust is gained, judiciary system will become stronger. The people of the Nation will have a strong belief in the courts and will be more people who want to have law reference and legal protection. The public’s trust in the judiciary system is the most important and fundamental for the society of a Nation. If the people do not have trust in the judiciary system, they will solve the problems in their own way, and the system which maintains rule of law will be totally deteriorated. A political transition that is happening in the future political system is a thing that we all need to keep watching and to set up a procedure that we could participate in the development of political change, thus the commencement speech delivered.
Furthermore, the Q&A session took place responding to the questions of the judges on ground enquired in advance and other questions to those answered by the respective responsible officials. After that the meeting decisions and tentative plan were approved by the Union Minister.
At last, the Union Minister said that compared to the past two years the revolution was stronger and we had now a good hope. He was very much obliged all the judges serving on ground and all the civil service officials in the Ministry of Justice as they were, with the revolutionary spirit working hard for the interest of the State and the new generation.
